William Barr (William Pelham Barr) was born on 23 May 1950. William P. Barr was attorney general from 1991 to 1993 under President George H.W. Bush. As Bush’s top law enforcement official, he directed the investigation of the Lockerbie bombing, in which Pan Am Flight 103 was destroyed by terrorists connected to Libya, and led counter-terrorism efforts during the first Persian Gulf War, according to his biography at Kirkland & Ellis, where he’s now a lawyer.
Barr spent 15 years in telecommunications, joining joining GTE in 1994 and staying on after it merged with Bell Atlantic to become Verizon Communications Inc.. He served at the Central Intelligence Agency from 1973 to 1977 and was a political appointee at the Justice Department from 1989 to 1991 before his nomination to the department’s top post.
As attorney general, Barr supported the six pardons that Bush issued related to the Iran-Contra scandal, including one for former Defense Secretary Casper Weinberger.
“I went over and told the president I thought he should not only pardon Caspar Weinberger, but while he was at it, he should pardon about five others,” he recalled in 2001 interview for an oral history of the Bush presidency at the University of Virginia’s Miller Center.

William P. Barr, also known as Bill, J.D., served as an Independent Director of Time Warner Inc. from July 2009 to June 14, 2018.
Mr. Barr served as an Executive Vice President and General Counsel at Verizon New England Inc. Mr. Barr led the legal, regulatory and government affairs group of Verizon. He served as General Counsel at Verizon Communications Inc. from 2000 to 2008.
Mr. Barr served as a General Counsel at GTE Corporation from 1994 to 2000. He provided legal advice to senior management and the Board of Directors and directed activities of GTE’s Legal Department. William P. Barr also led legislative and regulatory advocacy activities for GTE and all of the GTE’s operating units. He was responsible for GTE’s government affairs staff in the Washington, D.C., and for the Corporate Secretary’s department.
William Barr served as an Attorney General of the United States from August 1991 to January 1993. He served as a Partner in the Washington, D.C. Mr. Barr joined the Department of Justice as Assistant Attorney General in charge of the Office of Legal Counsel in 1989 and subsequently served as Deputy Attorney General before his appointment as Attorney General in November 1991.
As Attorney General, WWilliam P. Barr established innovative programs to combat violent crime and set significant new enforcement policies in a wide range of areas, including financial institutions, civil rights and antitrust merger guidelines.
At the end of the Bush administration, William Barr returned to Shaw, Pittman, Potts & Trowbridge, where he served as a Partner from 1984 to April 1989 and January 1993 to August 1994 and also served as its Associate from 1978 to 1982.
From 1982 to 1983, he served on the White House Domestic Policy Staff. William Barr served as a Law Clerk to for the District of Columbia Circuit. From 1973 to 1977, he served in the Central Intelligence Agency as an Analyst and later as Assistant Legislative Counsel.
Barr is the Director of Dominion Energy, Inc. William Barr was an Independent Director of Och-Ziff Capital Management Group LLC since August 09, 2016 until January 31, 2018. He has been an Independent Director of Dominion Resources, Inc. since December 18, 2009. He serves as a member of the bar in the District of Columbia, New York and Virginia.
William P. Barr holds his J.D. degree with highest honors from George Washington University in 1977. He received a B.A. in Government in 1971 and a M.A in Government and Chinese studies in 1973 from Columbia University.
